Las Biotecnologías y la Nueva Economía: Crear y Valorizar los Bienes Intangibles Lage, Agustín Resumen Uno de los rasgos de la economía en las últimas tres décadas del siglo es la expansión de sectores productivos en los que el conocimiento es el insumo limitante, más que la disponibilidad de materia prima o la inversión. En estos sectores -software, microelectrónica, biotecnología, nuevos materiales, etc.-, surge un nuevo tipo de empresa que internaliza gran parte de la generación de los conocimientos que usa: son las llamadas empresas de alta tecnología. El sistema capitalista reacciona ante este cambio en las fuerzas productivas creando formas de privatización del conocimiento y economías de escala en la investigación que internalizan el conocimiento dentro del capital, generando así un nuevo factor de deterioro de las ya escasas ventajas competitivas de los países pobres. El surgimiento y expansión de las biotecnologías en Cuba y su consolidación como un sector emergente de la producción material, son una experiencia de enfrentamiento exitoso a este desafío, que es necesario analizar. El esfuerzo inversionista, la creación de una infraestructura científica y productiva, la formación de cuadros, el aporte de productos novedosos para el sistema de salud, las exportaciones y el flujo de caja positivo, son los resultados más visibles, pero sustentando éstos, hay importantes factores subyacentes, como el diseño de centros de investigación-producción, la operación a ciclo completo, la conducción estatal, la propiedad social, la orientación exportadora, el enfoque integral de sistemas y otros. El desarrollo de este sector en los próximos años debe hacer más evidente su impacto en la economía y en la estructura de recursos humanos de las fuerzas productivas. Biotechnology and the New Economy: the Value of Intangible Assets Lage, Agustín Abstract One of the main features of economy during the last three decades of the Century was the expansion of production activities in which ''knowledge'' is the rate-limiting resource, even more limiting than raw materials or capital investment. In these sectors (software, microelectronics, biotechnology, new materials, etc.) a new kind of enterprise is emerging, which internalizes knowledge generation: these are the so-called ''high-technology'' enterprises. Capitalism is reacting to this change in the structure of productive forces, by the implementation of new ways for knowledge privatization as well as with economies of scale in research. The final effect is an internalization of knowledge inside capital, and an additional erosion of the already scarce competitive advantages of poor nations. The emergence and expansion of Biotechnology in Cuba as a new branch of the economy, is a tangible experience of facing the high technology challenge, which deserves analysis. There are clearly visible results such as the investment process, which built research and production infrastructure, the availability of qualified human resources, a product pipeline already supplying the health system and a growing export capacity, already supporting a positive cash flow. Moreover, beneath those results there are underlying regularities such as the design of the facilities as integrated research-production organizations able to close the loop from research to the economic return, the state guidance, the social ownership, the export orientation and the comprehensive integration of the Cuban biotechnology multi-institutional system. In the forthcoming years, the further development of this emerging biotechnology industry should produce a more evident impact in the economy as well as in the structure of human resources of the society.
